By the action of the Board of Regents of April 22, 1978, and as amended on August 1, 2003, and pursuant to the authority invested in it by chapter 164.975 of the Kentucky Revised Statutes, the following regulations were adopted to regulate and control motor vehicle traffic and parking facilities on the Eastern Kentucky University campus.
- Purpose
The following regulations are established to ensure the proper maintenance, control and maximum equitable utilization of all University parking facilities by valid parking permit holders.
- Parking Permit Eligibility
- All employee and student vehicles occupying University parking facilities, other than those in metered spaces, must display a valid and appropriate University parking permit. Each employee or student may apply for one permit only.
- To be eligible to acquire and display a parking permit, an employee or student must:
- Possess a valid operator’s license for the type of vehicle to be registered.
- Only register vehicles owned by the individual or a member of his immediate family. The Assistant Director for Parking and Transportation Services may waive this requirement when the owner of a vehicle has some other definable relationship to the student.
- Have no outstanding parking citations.
- Display a valid license plate on the vehicle to be registered.
- Students may not use employee permits. Those employees that wish to have their vehicle registered as a student vehicle for use by a member of their family must have special permission from the Assistant Director of Parking and Transportation.
- Parking Classifications and Hours of Enforcement
Eastern Kentucky University provides parking as follows and parking permits are color coded to match sign(s) at parking lot entrances or on the roadways within the confines of the campus.
- STUDENT PARKING

Commuter Parking
ABrown
is limited to commuting students. A permit is required from 2:00 AM through 7:00 PM. Parking is permitted without permit from 7:00 PM through 2:00 AM, Monday through Friday, and all day Saturday and Sunday. In addition, commuter permits are honored in employee lots from 4:30 PM to 7:00 PM, Monday through Friday, with the exception of the Case Lot, Jones Lot, and a section of the Martin Lot which is restricted to employee parking only until 9:00 PM.

BBlue
is limited to dormitory residents and is controlled 24 hours a day, 7 days a week.

Family Housing Parking
C1Dark Green
C2Light Green
is limited to Brockton residents. C1 and C2 Brockton residents are restricted to one vehicle per residence in Zones C1 and C2, respectively. Additional vehicles will be registered in Zone B. Parking is controlled 24 hours a day, 7 days a week.
- EMPLOYEE PARKING
EYellow
Employee parking is limited to
employees of the University only. Graduate Assistants do
not qualify for employee parking permits. Full-time
students who are part-time employees are not eligible.
Parking is controlled in the Case Lot, Jones Lot, and a
section of the Martin Lot from 2:00 AM through 9:00 PM,
Monday through Friday and is restricted to employee use
only. All other yellow posted lots are controlled from 2:00 AM
through 7:00 PM, Monday through Friday. Registered
commuters may use these lots from 4:30 PM to 7:00 PM,
Monday through Friday, with the exception of the three lots
previously mentioned. Permits are not required from 7:00 PM
(9:00 PM for the three lots mentioned above) through 2:00 AM,
Monday through Friday, and all day Saturday and Sunday.
Van Hoose Drive employee housing parking is controlled
24 hours a day, 7 days a week.
- GENERAL PARKING
GOrange
General parking is open to all Eastern
Kentucky University parking permit holders. Permits are
required from 7:00 AM through 5:00 PM, Monday through
Friday. Parking is permitted without permit from 5:00 PM
through 7:00 AM, Monday through Friday, and all day
Saturday and Sunday.
- HANDICAPPED PARKING
HLight Blue
Parking spaces have been set aside
in strategic locations for those who qualify for handicapped
parking. To be eligible to use Eastern Kentucky University
designated handicapped spaces, a person must secure
written authorization from the Director of Disabilities Services,
pay the appropriate parking registration fee, and display a
valid EKU handicapped permit. Temporary disabilities must
also be approved by the Director of Disabilities Services.
Parking is controlled 24 hours a day, 7 days a week.
- EVENING PARKING FOR VEHICLES WITHOUT PERMITS
Vehicles without a parking permit may park in the Alumni
Coliseum from 4:30 PM to 2:00 AM, Monday through Friday,
and all day Saturday and Sunday.
- GUEST AND VISITOR PARKING
Permits are available 24 hours a day, 7 days a week at the Parking Office
or Police Dispatch Center located in Mattox Hall, behind the Student
Services Building. It is the responsibility of the person inviting
the guest to campus to ensure that parking arrangements have been made for the
guest before the visit.
- METERED PARKING
There is metered parking by residence halls and the Library
for loading and unloading. Meters are enforced 24 hours a day.
- STORAGE PARKING
Storage parking is prohibited. Parking facilities are designed
and intended to provide parking for operational vehicles only,
and reasonable turnover is expected. If you plan to store your
vehicle for any length of time, you must receive written
permission from the Assistant Director of Parking and
Transportation Services.
- MOTORCYCLES
Motorcycles are permitted for qualified owners. All
motorcycles must park in legal spaces in lots color-coded to
match assigned permits or in areas that are specifically
designed for motorcycle parking within the assigned zone. A
motorcycle that is registered in addition to a primary vehicle
will be considered a second vehicle and assessed a fee of $30.00.
Under no circumstances are motorcycles permitted to park on
sidewalks, grass, or areas not assigned for parking. For
purposes of these regulations a MOPED is not considered a
motorcycle and must use appropriate bicycle facilities. A
moped is defined as: “A pedal bicycle with a helper motor
rated no more than two brake horse power, a cylinder capacity
not exceeding fifty cubic centimeters, an automatic
transmission not requiring clutching or shifting by the operator
after the drive system is engaged, and capable of a maximum
speed of not more than thirty miles per hour.”
- BUS PARKING
Bus parking is prohibited in many parking areas on campus.
Arrangements for bus parking may be made by contacting the
Parking Office (622-1063) or Police Department (622-2821).
- BICYCLES
Bicycles are permitted to park in the racks that are provided
for that purpose and suitable spaces are available around
most buildings and facilities. Bicycles are not permitted to be
attached to any object other than a bicycle rack. Bicycles may
not be left in bicycle racks between the end of summer term
and the start of fall term without special permission from the
EKU Police Department. Bicycles that are in violation of these
regulations are subject to impoundment and disposal according to the law.
- SKATEBOARDS, ROLLERSKATES, AND ROLLERBLADES
Skateboarding, rollerskating, and rollerblading are
prohibited in all areas of campus.
- MODEL HIGH SCHOOL STUDENTS
Model School students may obtain permits after they get
permission from the Principal. Students must comply with
all University regulations, rules, and registration procedures
concerning vehicle use at Eastern Kentucky University.
- UNIVERSITY VEHICLES
Marked University vehicles may park in Zones E, A, B, or G
when on official University business. These vehicles may
park in metered spaces but must pay the fee. Any parking
violations or towing charges are the responsibility of the
driver.
- TEMPORARY PARKING PERMITS
- Temporary parking permits are available at Mattox Hall 24 hours a day, 7 days a week.
- Short term temporary parking permits, not to exceed 5
days, are available to individuals who have not
registered a vehicle.
- Special Regulations
- To accommodate the loading and unloading of
vehicles, parking may be permitted in certain no
parking areas only if prior permission is obtained
from EKU Police Department (622-2821), and is limited to 15
minutes only. Fire lanes, reserved spaces, roadways,
and handicapped spaces are not included.
- Providing false information when applying for a
parking permit or failure to report changes that would
affect the status of your permit may result in
revocation of University parking privileges and/or
University disciplinary action.
- Parking against the flow of traffic is prohibited.
- It shall be the option of Eastern Kentucky University to
remove from campus or impound at the owner’s expense
any vehicle for any of the following:
- Using University parking facilities without a valid permit.
- Parking in reserved spaces, reserved areas or out of
assigned parking zone.
- Parking in handicapped spaces without a proper
parking permit.
- Parking in service spaces or loading zones.
- Parking in the traveled portion of the roadway or
parking lot.
- Parking in fire lanes, in front of hydrants or in
emergency vehicle lanes.
- Failing to pay parking citation fines.
Vehicles that are impounded on campus will be kept on
campus for a maximum of two weeks. If a vehicle is not
claimed or if written arrangements are not made with the
Assistant Director of Parking and Transportation, the vehicle
will be removed from campus and storage fees may be charged by the
company storing the vehicle.
- Parking is prohibited at all times on the grass or on any
other areas where parking would mar the landscape of the
campus, create a safety hazard, or interfere with the use of
University facilities.
- Where parking areas are clearly outlined, occupants must
observe the confines of each space. Only one vehicle is
permitted in each space.
- The responsibility for finding a legal parking space rests
with the vehicle operator. Lack of space is not considered a
valid excuse for violation of these regulations. A permit
does not guarantee parking in any specific lot or area.
- Written notes placed on vehicles will not be accepted as a
parking permit. In the event your vehicle has become
disabled, you must call the EKU Police Department
immediately, giving location, make, model, and license
number of the disabled vehicle. A temporary permit must
then be obtained for the vehicle from the EKU Police Department, with a time limit of four (4) hours during the normal
workday. Temporary permits are not available for vehicles
that are disabled in the roadway, are blocking traffic or are
creating a safety hazard. These vehicles must be moved
within 15 minutes. Handwritten or typed notes of any type,
except as provided by regulations, will not be honored as
valid University parking permits.
- Eastern Kentucky University reserves the right to restrict
parking for special purposes or events.
- Colors are used on curbs and lot surfaces as described
below:
- Yellow curbs mean no parking any time.
- Red curbs mean fire lane, no parking any time.
- Blue curbs mean handicapped parking only.
- White lines on lot surfaces mark the confines of parking spaces.
- The parking of motor homes, recreational vehicles, trailers,
boats or commercial vehicles for purpose of temporary
living or storage is prohibited.
- Because of the need to provide required maintenance and
repair to the parking facilities, the parking of vehicles for
over 24 hours is prohibited during semester breaks without
special permission from the Assistant Director for Parking
and Transportation. Zone C parking is exempt from this
requirement.
- Parking Permit Placement
- It is the registrant’s responsibility to place permit correctly.
- Transferable permits must be hung from the rear view
mirror post with the permit number visible to a person
standing in the front of the vehicle. A motorcycle permit
must be attached to the rear fender.
- Parking Permit Replacement
- It is the registrant’s responsibility to replace lost or stolen
permits. This includes paying the full registration fee.
- Damaged permits are the responsibility of the registrant. A
damaged permit can be replaced for $2.00 if it is returned
and its identification number is recognizable.
- If Vehicle Information Changes
The Parking Office must be informed of new vehicle information
when a registered vehicle is replaced or its license plate is
changed.
- Abandoned Vehicles and Safety Hazards
- Vehicles not properly displaying a valid vehicle license or
vehicles which are inoperable because of missing or
damaged parts will be considered as abandoned and
subject to immediate tow at owner’s expense.
- Vehicles which have been impounded and not claimed will
be considered as abandoned and will be disposed of in
accordance with KRS 189.751.
- Vehicles which constitute a safety hazard to the University
community will be removed from the campus at the owner’s
expense.
- Penalties
- The following monetary penalties* are levied for the
specific violations listed below:
- Failure to display a valid permit $ 20.00
- Parking out of zone $ 20.00
- Parking in violation of safety regulations $ 25.00
- Parking in a handicapped space $ 100.00
- Parking on a sidewalk or grass $ 25.00
- Parking in a reserved space $ 25.00
- Improper parking $ 20.00
- Failure to properly affix permit $ 15.00
- Meter violations $ 15.00
- Waring Only (no payment necessary) $ 0.00
- Possessing a stolen/altered/missing permit $ 100.00
- Parking in a fire lane $ 50.00
*Tow or Boot charge is additional if incurred.
- University employees and students with outstanding parking
fines will not be eligible to register and receive subsequent
parking permits until the delinquent fines are paid.
- University employees and students who receive seven or
more citations in an academic year may have their parking
privileges revoked.
- Visitors or guests are expected to conform to University
parking regulations to avoid citations and the possibility of
being towed.
- Appeals
- Any person charged with a violation of Eastern Kentucky
University parking regulations must either register an appeal
within 15 calendar days of the date of the violation or pay the
penalty. These 15 days begin on the date of the violation.
- The Parking Appeals Committee adjudicates all parking appeals. The Parking Appeals Committee
is composed of members of the Student Court, a branch of the Student Government Association and
University employees. The employee members of the Parking Appeals Committee are appointed each year by the University Presdient.
Employees of Parking and Transportation Services serve as ex ofiicio members of the Parking Appeals Committee and do not have a vote in the decision. Appeals forms are available from
Parking and Transportation Services during regular business hours or the Police Department 24 hours a day.
- Fire Lane violations may not be appealed.
- Refund Policy
- If the parking registration fee is paid and the permit is not
issued, a full refund will be made.
- If the permit is issued and returned before the end of
January, a fifty percent refund will be made.
